Paylor Named Interim Superintendent, McLean Replaces Day as BOE Chair

The county Board of Education named Richard Paylor as interim superintendent Tuesday night.

Paylor, who is currently the Assistant Superintendent for Strategic Improvement, will take on the title after current Superintendent Mat Bottoms steps down Dec. 31.

His previous positions in the county school system include Principal of Down East Middle School and Smyrna Elementary School and Principal of Newport Elementary School.


Assistant Superintendent for Personnel, Policy and Student Services Blair Propst will share the duties of Bottoms’ position with Paylor.

Each will earn an extra $3000 per month for taking on the additional work.

Bottoms, who has served as superintendent since July, 2017, unexpectedly announced his resignation last month, citing state policies and local politics as the reason.

The board also voted to authorize a search for Bottoms’ successor at an estimated cost of $26,000. That task will be taken on by the NC School Boards Association.

Two board positions also changed hands during the meeting.


John “Bubba” McLean was voted in as chair of the board, replacing Travis Day, and Clark Jenkins was elected to vice chair, in place of Jake Godwin.
